We propose an eight-team playoff with all conference champions to decide the national championship. These eight teams would be selected from the pool of eleven conference champions (and possibly the highest ranked independent) by either the existing BCS rating system or a selection committee. While the teams from the "BCS Conferences" would typically take the top six seeds, all of the eligible teams would be judged on the same scale. Here is how this plan would have worked last year:
The first round of playoffs would take place in mid-December. These games would be played at four regional sites (mostly NFL stadiums) with the higher seeds getting priority on location. Cities already hosting BCS bowls would not be eligible to host these games.
The winners of the first round games would play in two BCS bowls as semi-finals on New Year's Day. These games would be selected based on the higher seed's conference tie-in. The four losing teams would play in the two remaining BCS bowls. The winners of the two semi-final games would then play for the national championship a week later at a "Super Bowl style" neutral site.
We are willing to accept a "Plus One" system as a temporary solution, but implementing this eight-team playoff is our ultimate goal.
